EMS Systems: Budgeting for Rural Emergency Medical Services

Session Description
This session will present information from “A Systems Development Guide for Rural Emergency Services: A Systematic Approach to Generate Budgets for Rural Emergency Medical Services.” The session will present the “Budget Generator” Excel spreadsheet that is designed to assist an individual EMS or multiplier EMS services to compare their expenses and revenues and consider consolidation or collaboration through regional budgeting alternatives.

Each participant will receive a copy of the Guidebook  and a CD with the Excel “Budget Generator” tool. The session will cover what is available in the guidebook in general and provide specific information on the “Budget Generator” tool.

Discussion will include how to estimate capital expenditures and how to establish a capital replacement fund. Estimating expenses of an EMS system, as well as revenues, will be discussed. All types of EMS funding alternatives available, including those specific to Oklahoma, will be discussed. The “Budget Generator” tool will be presented including the sample budgets for rural EMS systems with different numbers of annual EMS calls.

This session is designed to assist decision makers with EMS system development, modification, consolidation, collaboration, corroboration, system upgrades, regional system consideration, etc. The main emphasis will be the ”Budget Generator” tool, which provided information on capital expenditures, annual operating expenses, and revenue sources.
